Is there a minimum size for a command? In terms of ME or elements?

I checked Army Book but don't have rules with me

Indeed both - "..., each including at least 4 or more mounted or foot elements totalling at least 4 ME, and also a Generals element...." - A baggage command also needs a minimum of 4 elements of baggage to form. Thats all on page 14. If I recall correctly you need to have a command 10ME or bigger to have 2 elements of baggage otherwise it's only 1 element of baggage.
