What are people's views on lists that can't make 400ap? I was just looking at 1:52 (early Greek) and noticed that with the Aitolian or Akarnian option the most points you can get to is 299ap.
Is it just an unusable list or would scaling up the main troop type (Irr Ps(i)) to make up the points be acceptable?
It's because those city states probably never operated in isolation so you are expected to take an ally city.
that's what I thought, but there aren't any permitted allies for the list

they are allowed to be allies for other lists though. Perhaps you are approaching the list from the wrong way and need to think of them as contributing contingents to other City States as being subsumed into those armies. See notes?

indeed but Aitolians are listed as allies for some external lists. Perhaps this is the only reason they get a mention in the main list as otherwise they are just too small. Plus dont forget you can buy Fortifications to get you over 300 AP.
but I did a search of the book and those two aren't available as external allies, and they don't have any fortifications available

Lykian can have Mercenary Greek, what you call them isnt defined so I suppose you could hire Aitolian?

yeah, although the 3/4 to full also aligns well with the book 2:5 list. Anyways, thanks for the advice both of you, I think I'll avoid the question by just not looking at the list again
